This project combines the use of local materials, local workforce, low budget and climate adaptation in an intuitively and traditional solution. The building consists of two main sections: one accommodates a public library, a theatre, children’s library, administrative office, work offices and bathrooms; and another hosts a public plaza-corridor.

All blocks of stone and pinewood used for the building were locally sourced and shaped into permeable partitions, permitting the passage of air, light and showcasing the materials used.

The construction process got the attention of the local population, including demobilized paramilitary forces that are now working back in society. Training workshops were created for the local workforce, motivated by the construction process, offering their own personal contribution to the project.
